Tails are paint (acrylic) brush fibres,stained pale blue with permanent marker.
Wings of mixed pale blue and white polypropylene yarn.
Body wrap of heat shrink window insulation plastic over dubbed body of Cobalt Magic Flash.... heat with hair dryer after plastic is wound over the dubbing.
Hackle is grizzly saddle.
Interestingly,if you drop a piece of that shrink insulation plastic in water it remains at the surface.
